This paper examines the conditions that trade unions and nongovernmental organizations (NGOs) must meet to strengthen their alliance and foster social development. It reviews their historical backgrounds, challenges to growth and potential for cooperation. The author argues that unlike other civil society actors (mainstream churches, religious sects, educational institutions, professional associations), trade unions and NGOs advance specific agendas for the improvement of society and must collaborate to ensure the perseverance of broadly based peoples movements for social progress.
