This paper provides an overall analysis of the role of civil society organizations (CSOs) in service provision. It assesses the scale of CSOs' involvement in service provision worldwide, and gauges the quality of their services rendered to developing countries in particular. The study also discusses the utility of CSO partnerships with governments.
