This paper explores the potential for rural social movements to foster development in an age of globalization. It traces their ability to shape national and international development agendas. In focusing on rural social movements, the paper deals especially with poverty alleviation initiatives in India. The author maintains that although not an exclusive factor, pauper agency is central to reforming politics and policies at the local, meso and macro levels.
