This article highlights the tendency of policy-makers to neglect unpaid care services and their redistributive effects when formulating social policies. It argues that the dominant agenda of social sector restructuring is likely to further entrench gender inequalities in access to social services and income supports because of its failure to recognize the structures that underpin those inequalities, which are pervasive across labor markets and the unpaid care economy.
