This paper takes a critical look at the use of three buzzwords - poverty reduction, participation and empowerment - in the formulation of international development policy. It explores how different configurations of these words frame and justify particular kinds of development interventions. The authors argue that the terms are never neutral, and influence both the policy-making and practical aspects of international development promotion.
