This paper explores key issues relating to the achievement of gender equity in education. The author presents contradictions in donor discourse and policy efforts, pointing out gaps between policy assumptions and household decision making complexities in different contexts. She reviews the gender gap in education and discusses gender constraints in education participation related to livelihoods, culture and personal security. She proposes a framework to understand the dynamics of gender-based exclusion and the factors shaping gender inequalities in education. The article concludes with lessons from local interventions for girls education in South Asia and adult women empowerment via education.
