This paper explores policy makers in European welfare states shift away from assumptions of the 'male breadwinner model family,' toward 'adult worker model family' and explore how care work can be included. The authors examine this shift in policy assumptions at the level of the EU and discuss the possibilities offered by the capabilities approach. They argue that this approach to address gender equality in relation to paid work and care is helpful by providing a universal equality model rooted in human diversity. They conclude with a discussion of principles to guide policies promoting a gender equality of capabilities.
