This paper examines the change in social policy in Hong Kong Special Administrative Region after the 1997 Asian financial crisis. The author explores how the historical path of colonialism, development, economic globalization and the state of political development combined to structure state response to pressures for change in its welfare regime. She looks at the changes in the transition period, focuses on the Asian financial crisis and its impact on the welfare state. The paper concludes with discussion of economic restructuring, its implications for social development and the role of civil society.
