This paper examines change and continuity in developmental welfare states within the East Asian context. The author examines welfare developmentalism as selective and inclusive and establishes that Korea and Taiwan fell into the developmental welfare state category before the Asian economic crisis of 1997–1998. The paper argues that policy reform toward an inclusive welfare state was triggered by the need for structural reform in the economy.
