This paper traces Uganda’s experience of HIV/AIDS, focusing on government, civil society and community responses to the epidemic. The author examines the roles of state and non-state actors, arguing that their contributions have been appropriated for political ends. He evaluates Uganda's successes in containing the spread of HIV/AIDS and examines the lessons learned from Uganda's multi-pronged approach.
