This paper examines the evolution of the sanitation system in Buenos Aires, Argentina, following privatization in 2001. The authors evaluate the private management experience and assess the empirical validity of concerns voiced in its favor and against it. They analyze the evolution of system performance in relation to the privatization objectives of expanding coverage, reducing consumers’ tariffs and increasing service standards. They also examine the completion of contract targets in relation to service coverage and investment outlays. The paper assesses economic performance, comments on pro-poor policies, and explores alternatives to achieve universal service.
