This publication is a conference summary on care arrangements in developing countries. The participants agree that more needs to be done at the policy level to cover care needs. They conclude that there exists a gradually expanding deficit in adequate care for children, the elderly, frail and sick; an ever-increasing material, physical and emotional burden on unpaid caregivers; and the growing deterioration in working conditions for care professionals in public and private institutions.
