This paper argues that opportunities for minority empowerment through democratic participation may be found in the EU economic instruments for regional development. But in taking this step towards empowering members of minorities, a number of issues regarding the tool kit of concepts needed to make this process democratic arise. Participatory citizenship, social capital, de-essentialized intercultural dialogue, de-anachronized kin-state relations are among the issues relevant for a well stocked toolkit.
