This brief looks at the Danish-German border referendum of 1920 to determine what lessons can be learned and applied to the Serbs' quest for self-determination in Northern Kosovo. Referendums directly tied to national allegiance and border disputes, the brief concludes, will not succeed without international backing, nor can minorities unilaterally decide to pursue these types of referenda on their own and expect to win.
