Income inequality between and within countries has increased in recent decades. This brief argues that policy instruments to promote equality of outcome have largely been neglected in the name of approaches that claim to create 'equality of opportunity'. Such approaches have also sidelined powerful policy instruments that can reduce outcome inequalities. According to this brief, the reduction of inequality should be high on the post-2015 development agenda, both as a goal in itself and reflected in targets for other goals.
