This Brief discusses the role of traditional minorities in multiculturalism in Europe, especially in terms of institutional arrangements at different levels of government. Despite their experience, the brief says that traditional minorities are often excluded in the debate on multiculturalism in Europe. This is because the received wisdom in Europe, according to the author, seems to equate multiculturalism with immigration and, more recentely, with Muslim communities.
