This brief examines the notion of non-territorial autonomy and its increased use in referring to ethnic groups. It argues that the popularity of the concept rests not on real achievements in policy-making or research but rather on several assumptions that have been taken for granted. The author concludes by advocating a critical examination of these assumptions and a reconsideration of the scope of the application of non-territorial autonomy.
