This brief looks at the importance of the efficient allocation of aid against the backdrop of declining aid budgets. The author mentions that donors face difficult choices in allocation and in ensuring that duplication is avoided. She concludes that no optimal allocation of aid exists and trade-offs are inevitable. However, inefficiencies can be identified and addressed, especially when they are caused by a lack of coordination or the effects of geostrategic interests.
