This paper uses Mauritius as a case study to look at the value of culture and social structures in policies and institutions as well as their impact on welfare. It analyzes how Mauritius’ colonial history affects its social policies and examines post-independence political and social developments that have marked economic and social developments in the country. It concludes with a list of guidelines for social policy reform in small states.
