This paper talks about whether oil reserves in Uganda have the potential to increase its public revenue, something that could provide more finance for social development in the country. It says that the Ugandan government has introduced social policies aimed at reducing poverty, however political pressure on the country's budget mean that they are not receiving sufficient funding. It also argues that the country's relationship with the donor community will be affected by its changing political and socioeconomic circumstances and that its dependence on aid will likely decline.
