This paper looks at the potential of the mining sector in Zimbabwe to fund development in the country. The authors argue that administrative, enforcement, infrastructural, rent-seeking and political constraints must be overcome if the fiscal potential of the mining sector is to be realized. They examine the processes and mechanisms that connect the politics of resource mobilization and demands for social provision, changes in state-citizen and aid relations, and whether related governance reforms lead to improved and sustainable revenue yields and services.
