This brief discusses Costa Rica's success in achieving 'double incorporation' - securing well-paid jobs and providing universal public services - especially between the 1950s and 1980s. According to the authors this was done by: 1) promoting policies that supported small and medium firms and cooperatives; 2) expanding lending; 3) creating public employment; and 4) increasing social spending.
