This paper explores the political and institutional factors that enhance resource mobilization and spending for social development in Uganda. After a brief overview of the historical context of social development spending in Uganda, it 1) analyzes the processes and mechanisms that connect resource mobilization and social provision; 2) discusses trends in the sources, composition and allocation of resources; 3) looks at governance reforms that lead to improved revenue yields; 4) discusses the evolution in social policy spending on education, health and social protection and 5) summarizes the main trends in social policy development and outcomes.
