This paper examines the main actors involved in the development of migrant health policy in China. In particular, the authors examine who these actors are, the policy-making roles they play, how they interact with each other, and how they could increase collaboration to raise levels of migrant health in the country. They also discuss the marginalization of migrants from health benefits in China and find that it is the result of political structure and specific institutional arrangements involved in the policy making process. Finally, they argue for the establishment of a more inclusive policy network to overcome the institutional barriers that prevent the health needs of migrants from being met.
