This paper examines changes in the relationship between the government and citizens and donors in Uganda and how these affect public policy priorities. In particular, their analysis shows how the relationships have shifted away from being consensual around poverty eradication strategies and social spending as the government has moved toward policies of infrastructure development and the structural transformation of the economy.
