This paper examines the social and distributional gains which countries can make by reforming their energy subsidies. More specifically, the authors use case studies from Ghana, Indonesia and Iran to examine the distributional effects of fuel subsidy removal; the design and implementation of social programs and their impact on welfare in these countries; and the political economy around the sustainability of fuel subsidy reform. Based on these studies, they also identify the key political, economic and social factors that have an impact on the social outcomes of fuel reform efforts.
