This brief examines the EU's efforts to develop and launch policies and programs aimed at the inclusion of the Roma, Europe's largest minority group. The author argues that despite significant funds allocated for the implementation of initiatives and strategies, there has been no significant impact. She then looks at some factors that appear to be key impediments to the development of a sustainable and successful policy and suggests steps for overcoming the identified problems.
