This paper discusses the way the government in Ghana uses its oil rents and whether it benefits the Ghanaian people. The author argues that the way Ghana has used its oil rents - primarily on road construction and maintenance, loan financing, agricultural modernization and capacity building - may not necessarily be the most effective for socioeconomic development. The author contends that a more effective way could be to channel oil rents into an alternative holistic social energy program.
