This paper discusses the new "orientation towards impacts," which development cooperation has set as its goal, and the transition from the planning to the evaluation of development projects. The paper argues that impact analysis is feasible and will be feasible in the future. It puts forward and explains four propositions for efficient impact analysis. The author then presents an approach to coping with the methodological difficulties.
