This paper discusses the role of the state and other actors in land reform processes in developing countries. The author explains that an approach to sustainable and equitable development requires well informed and purposeful courses of action by the state and other concerned social stakeholders. The paper emphasizes that land tenure institutions have to be continually adapted and regulated in order to serve the public interest in developing countries.
