This paper examines the efforts of community and local government bodies to improve collaboration efforts to help tenants establish legal residency in large cities. The authors detail patterns of partnerships between the public, private and community sectors in urban development processes. The paper describes how difficult it is to establish and maintain a configuration of institutional support and social conditions favorable to collaborative relationships between all relevant sectors and to create structures that allow vulnerable groups to benefit in truly globalized cities.
