This paper focuses on the social crisis of the 1990s and states that there has been a shift from external to man-made or manufactured risk. It addresses the impact of such developments on the welfare state in advanced industrial countries and explains that in developed and developing countries alike, revised questions of personal choice and ethics have come to form the basis for a kind of “life politics.” In the conclusion the author suggests that this form of politics can form the basis for revised strategies to reduce inequality and alleviate poverty.
