This paper discusses political and state reform processes in Africa and their implications for civil society. The author explains how there is a gap between the discourse of civil society and the pressures for state reform in many African countries. The paper states that in order to be effective, civil society in Africa must build its own institutional capacity and competence in policy advocacy.
