This paper discusses Russian cyberspace culture. The author provides perspectives on the issues of democracy, civil society and the internet in Russia. The paper describes the technological characteristics of the Russian internet and states that it has been limited by an underdeveloped telecommunications sector and poor ease of access. Despite these limitations the author concludes that the establishment of the Russian internet has successfully contributed to the development of civil society in the country.
