This paper examines the challenges of statehood and governance in sub-Saharan Africa. The authors first describe the stability and the political transformation of the region. They then examine the dimensions of governance and statehood and describe the role of external actors. The authors conclude that the legitimacy and functions of political mechanisms in the partner countries should be strengthened and if aid is provided through national structures in the partner countries, parallel or substitute structures can be avoided.
