This paper discusses reasons for and backgrounds of the outbreak of violence in Macedonia in the first half of 2001, pointing to ethnic tensions, reactions of the state and regional implications. The paper outlines the stages of the sharpening crisis, assesses its tightening impact on inter-ethnic relations and sheds light on the role of the international community. Subsequently, the paper examines Macedonia's ethnic policy, highlighting the need for constitutional amendments and the unclear size of the various ethnic groups. The paper stresses the need for a broad civic debate at the intermediate and grassroots levels for improved inter-ethnic relations.
