This paper discusses the establishment of a "Croat Self-Government" within Bosnia and Herzegovina (BiH) in March 2001 that was accompanied by a withdrawal from the institutions of the Federation of BiH. The paper explores the implications of changes to BiH's election rules, outlines the results of the November 2000 elections for the Croat party HDZ and looks at broader constitutional developments. Subsequently, the paper explains how changes in Southeastern Europe affected the HDZ and its policy. The paper argues that Croat self-government is a considerable challenge to the Dayton Peace Accords.
