This paper discusses the EU's Open Method of Coordination (OMC) as an instrument to optimize EU and member states' policies, focusing a possible application in the field of minority inclusion. The paper addresses the OMC's embedding into the EU's Lisbon Strategy, underlines the importance of the ethnic minorities issue and comments on the importance of cultural inclusion. Subsequently, the paper addresses the role culture can play for social inclusion and explores the design of inter-cultural indicators. The paper argues that exclusion due to cultural membership is not only a matter of discrimination but also of disrespect.
