This paper addresses some of the problems of managing ethnic relations in Southeast Asia subsequent to the financial crisis of July 1997 by comparing the experiences of Indonesia and Malaysia. The paper sheds light on Malaysia's New Economic Policy (NEP), asking whether it can be replicated in post-crisis Indonesia, whether it has reduced interethnic tensions and what the impact of different levels of state capacities was. The author doubts that an NEP can improve Indonesia's ethnic relations.
