This paper examines "environmental racism" in the US, a term that refers to any policy, practice or directive that differentially affects or disadvantages (whether intended or unintended) individuals, groups or communities based on race or color. The author focuses on the question of who pays and who benefits from environmental and industrial policies as reflected in environmental decision making.
