This paper demonstrates that, under certain circumstances, regulation should be complemented by social policies when reforming the water sector. It draws lessons from seven country studies: Brazil, Burkina Faso, Colombia, France, Hungary, Malaysia and the UK. According to the author, all seven country studies demonstrate the shortcomings of private sector participation and how social policies are crucial in addressing the issues of access and affordability.
