The paper is organized into two main parts: Latin American social policy provision before and after structural reforms; and a discussion of the gender and poverty debate with an examiniation of two contrasting Latin American poverty relief programs, one in Mexico and one in Peru. Its central argument is that the terms of women's incorporation into Latin American welfare systems have always been strongly influenced by women's symbolic and social roles as mothers.
