This paper approaches decentralization as a complex, relative, multidimensional process and focuses on African countries. It highlights the motivations and dilemmas of decentralization policies and provides an overview of African decentralization policies and practices since 1945. Further, the author proposes a framework for analyzing decentralization policies and programs in developing countries.
