This review is concerned with the degree to which decentralization is being codified in laws and translated into practice in Africa. The author focuses on local government and local institutions, as they are the key recipients of decentralized powers. The paper samples the literature on decentralization in Africa and examines design and implementation issues emerging in decentralization and identifies fruitful areas for policy research and analysis in this critical governance domain.
