This paper focuses on partnerships between the poor and local government in Johannesburg's inner city and Tladi-Moletsane, a suburb of Soweto. It first provides a contextual overview outlining the national and local government policy context. The authors then assess the situation in Tladi-Moletsane focusing on the roles of the local council, civic associations and business. They conclude with an overview of Johannesburg's inner city, discussing urban management policies and voluntary action. According to the authors, the most successful partnerships seem to involve government-facilitated opportunities for existing organizations with defined mandates to provide new services to their communities.
