This paper discusses the benefits and drawbacks of distance education programs both in industrialized and developing countries. The author argues that many of the problems related to distance learning in developed countries are also reproduced when exported in developing countries and often work in ways that reinforce the problems of inequality perpetuated by the digital divide. It concludes then that face-to-face instruction is a more effective way of education and recommends planners to invest in developing a corps of qualified and dedicated teachers.
