This paper analyzes the processes of post-Soviet transformation of rural institutions and their implications for the welfare and livelihoods of Uzbekistan's rural population. It explores change in five major areas, and discusses the new architecture of provision involving international donors and non-governmental organizations (NGOs). It argues that because of a debilitated policy environment and lack of capacity in the NGO sector, donor-led efforts to ameliorate rural livelihoods have had a limited impact.
