This paper analyzes agricultural reform and sector restructuring in relation to inequality and the role of civil society in Central Asia. It explores the differences and similarities in agricultural reform paths and argues that, overall, agrarian transformation in post-Soviet Central Asia has been more gradual than in the rest of the region. It suggests that the rural sector should become a priority and that reform should not be guided by efficiency alone but should also take equity into account. Furthermore, it calls for a more open policy from governments that would help new civil society organizations build a market economy.
