This paper examines non-governmental organizations (NGOs) and social movements and their political differences in approach. It asks whether such differences coincide with geographical distinctions between the North and South. It also discusses the politics of the World Social Forum (WSF) and examines its future in terms of its educational dimension and the challenge it poses to existing political cultures and models. It argues that the WSF is contributing to a growing awareness of a new movement, to the effort to move beyond fragmented local struggles and to the negation of neoliberalism.
