Referring to the Paris Declaration of 2005, this paper examines the effectiveness of German development cooperation. The author sheds light onto the background and the contents of the Declaration and discusses its implementation in Germany in quantitative as well as qualitative terms, looking at commitment, skills and incentives. He argues that the Paris Declaration is a serious attempt to increase the effectiveness of development cooperation.
